College of Law Advances to Final Global Rounds of Foreign Direct Investment International Moot Court Competition
College of Law (CoL) being one of only three universities from Africa, and the only one from Ethiopia, has advanced to the Final Global Rounds of the 9th Annual Foreign Direct Investment International Moot Court Competition (FDI Moot) held from 02 November – 05 November 2017 at Suffolk University School of Law in Boston, Massachusetts, USA. The team is comprised of both undergraduate and graduate students; LL.B students: Asegidew Tsega and Barkiligne Berhanu, and LL.M students: Amenti Abera and Menen Bezabeh. The team is coached by Mr. Daniel Esubalew, an instructor in the College. In September, the team placed 4th in the Africa Regional Round held in Nairobi, Kenya; in addition to being in the top ten oral advocates throughout Africa. Following that, they were invited to participate in the final global rounds held in the United States. The
global rounds are hosting more than 50 law schools from all regions of the world once they progress through the continent-wide competitions.
While other moot court contests explore scenarios concerning international law, the FDI Moot is the only one to tackle legal questions surrounding international investment treaties—agreements between two or more countries with provisions that protect investors doing business in other signatory countries, while balancing the State’s right to regulate in the public interest.
Students wrestled with the workload of an actual case through the circumstances of a mock scenario: a terrible, non-curable disease known as Greyscale turns its victims’ skin from smooth to scaly, threatening the well-being of thousands of working-age individuals in the fictitious country of Mercuria. In the moot court scenario, a public health crisis emerges as Greyscale infections grow to epidemic proportions. A foreign company (Atton Boro) has the exclusive patent to produce a pharmaceutical drug (Valtervite) that reverses the disease’s effects. After the National Health Authority of Mercuria enters into a long -term
agreement to buy the drug from Atton Boro, the government changes its position and terminates the agreement, while exercising a compulsory license over the investor’s patent rights in order to create generic drugs at a cheaper price to get them in the hands of more citizens. Key legal frameworks for the competition are the thousands of international investment treaties, which offer protection to investors against government action that might result in a wrongful damage to, or the unlawful use of, an investor’s investment in a given country, or violations of other protections. In most agreements, investors are granted certain rights to sue governments using international arbitration to protect their rights.The earliest modern international investment treaty was signed between Germany and Pakistan in 1959. The practice would later come into widespread use in the 1980s, and accelerate through the 90s and 2000s. Today, there are over 3,000 such bilateral and multilateral investment and trade agreements around the world, each with their own complicated and varying provisions.While increasingly widespread, their adoptions often aren’t without controversy. These trade deals materially affect entire nations, influence public policy, and raise important questions about the role and scope of international law in our increasingly global society — reasons, too, that students should have the opportunity to examine them in the FDI Moot competition. More than 60 volunteer arbitrators from around the world are in the US to judge the students and pick a winning team. Students argue both sides of the case
– for the investor as well as for the government.The co-founders of the FDI Moot are the Centre for International Legal Studies (CILS), Kings’ College London (KCL), Pepperdine University School of Law (PUSL), Suffolk University Law School (SULS),
and the German Institution for Arbitration (DIS). Participants received their moot court scenario in February 2017 and worked through the summer on two 35-page briefs, and prepared their oral arguments for the final phase. According to the organizers, “that hands-on experience is the beauty and challenge of a moot competition. We want to prepare students to be better and more thoughtful lawyers.” They added: “It’s very much like a real case — a big case, where you have to do a lot of work and important preparation, for months, be prepared to submit your legal papers, and actually argue your case before a tribunal. Many students will say a moot court is the most demanding, yet rewarding, activity they do while in law school.”The CoL team volunteered to spend their entire summer break on campus in order to be prepared to compete in both the regional competition held in Kenya and in the final global rounds held in the United States. Their hard work has paid off tremendously as they now embark on the final leg of their year-long journey in order to represent Ethiopia, and Africa. The team is especially appreciative of the Haramaya University administration, including the Office of the President, the Vice-President for Academic Affairs, and the Central Finance Administration Directorate, for their continuing support both administratively and financially. They have expressed their gratitude as the competition would not have been possible without their unwavering dedication. The College of Law is a national leader and innovator in student moot court competitions and competes annually in both national and international student competitions, which are often a hallmark of a student’s academic career. Over the past ten years, due to the commitment of both staff and students, the College has been invited to more than twenty countries to compete in such prestigious events, in nearly all continents of the world.
Haramaya University College of Law Wins US Embassy “U.S. – Ethiopian University Linkages Seed Grant Competition”
The Haramaya University College of Law- together with the Northwestern University Pritzker School of Law in Chicago, USA- won a “U.S.–Ethiopian University Linkages Seed Grant Competition” through the US Embassy’s Public Diplomacy Grants program. The purpose of funding the project is to provide Ethiopian and American universities an opportunity to create new, innovative and mutually beneficial partnerships between two higher education institutions. The project created by the HU College of Law is titled: “Enhancing Practical Legal Education Innovations through Improved Experiential Learning Opportunities.” The idea is to help strengthen the COL’s existing practical learning programs- clinical legal education, appellate advocacy, moot court competitions, mock trial, simulation courses, etc.- by partnering with a world leader in the field, Northwestern University Pritzker School of Law. The grant will be used to fund international travel for HU College of Law staff to spend time in the US working together with Northwestern staff on curriculum development, clinical education, academic staff trainings, and the development of a long-term partnership to include joint advanced degree and sandwich programs, as well as student and staff exchange, amongst other planned program activities. It will also bring Northwestern University staff to Haramaya to provide assistance with curriculum development, short term trainings, classroom instruction, and follow up on the progress of the COL’s seed grant programmatic activities.Founded in 1859, the Northwestern Pritzker School of Law was the first law school established in the city of Chicago. The Northwestern University Pritzker School of Law, Bluhm Legal Clinic, founded in 1910, has more than 20 clinics within 14 centers. Through Northwestern Pritzker School of Law’s clinical program, students develop strong litigation, negotiation, and transactional skills in their direct representation of clients and fine-tune their skills as advocates. The Bluhm Legal Clinic is widely recognized as one of the most comprehensive and effective clinical programs in the United States.

ሐረር ኢዜአ ታህሳስ 10/2010 በሐረማያ ዩኒቨርሲቲ ተቋርጦ የነበረው የመማር ማስተማር ስራ ሙሉ በሙሉ መጀመሩን ዩኒቨርሲቲው አስታወቀ።
የዩኒቨርሲቲው የአካዳሚክ ጉዳዮች ምክትል ፕሬዝዳንት ፕሮፌሰር ንጉሴ ደቻሳ ለኢዜአ እንደገለጹት በዩኒቨርሲቲው የሚገኙ ተማሪዎች ባቀረቡት የተለያየ ጥያቄ በተቋሙ ለተወሰነ ጊዜ ትምህርት ተቋርጦ ነበር።
ተማሪዎች ላነሱት ጥያቄዎች ተቋሙን የሚመለከቱት ተገቢ ምላሽ እንደሚሰጥና ሌሎች ጥያቄዎችን ደግሞ ለሚመለከተው አካል የማሳወቅ ስራ በማከናወን ከህዳር 9/2010 ጀምሮ የመማር ማስተማር ስራ ተጀምሮ ሰላማዊ በሆነ መንገድ እየተከናወነ ነው።
”በአሁኑ ወቅትም 90 በመቶ የሚሆኑ የተቋሙ ተማሪዎች መማሪያ ክፍል ገብተው ትምህርታቸውን እየተከታተሉ ነው” ብለዋል።
የባከኑ የትምህርት ጊዜያትን ለማካካስም ቅዳሜ ቀንን የስራ ሰዓት ለማድረግ፣ በሴሚስተር መካከል የተማሪዎችን የእረፍት ጊዜ ለማሳጠርና አዲስ የትምህርት ፕሮግራም ለማውጣት ከመምህራንና ተማሪዎች ጋር ስምምነት መድረሱን ተናግረዋል።
የዩኒቨርሲቲው የተማሪዎች ህብረት የህዝብ ግንኙነት ክፍል ኃላፊ ተማሪ ሄኖክ ተሬቻ በበኩሉ ተማሪዎች ወደ ግቢ እንዲገቡና የተቋረጠው ትምህርት እንዲጀመር ህብረቱ ከሚመለከተው አካል ጋር ያከናወነው ተግባር ውጤት አስገኝቷል፡፡
በአሁኑ ወቅትም የመማር ማስተማር ስራው ሰላማዊ በሆነ መንገድ በመካሄድ ላይ መሆኑን ተናግሯል፡፡
”ትምህርት በመቋረጡ ከፍተኛ የጊዜ ኪሳራ ገጥሞናል፤ በዚህም በአሁኑ ወቅት እየተጨናነቅንና በተጣበበ ጊዜ ትምህርት እንድንከታተል አድርጎናል” ያለው ደግሞ የጋዜጠኝነትና ህዝብ ግንኙነት የሁለተኛ ዓመት ተማሪ ሳሙኤል ጆንሲ ነው።
”ማንኛውም ጥያቄ ትምህርት ሳይቋረጥ በሰላማዊና በሰለጠነ መንገድ መፍታት እንደሚገባ ግንዛቤ አግኝቻለሁ” ብሏል፡፡
”የትምህርቱ መቋረጥ መደነጋገር ፈጥሮብኛል” ያለው የአንደኛ ዓመት የኮንፒተር ሳይንስ ተማሪ ምስክር በለጠ በበኩሉ ”ትምህርት በመጀመሩ ተደስቻለሁ ለሰላማዊ የመማር ማስተማር ሂደት መጠናከር እንዲሰፍን የበኩሌን እወጣለው” ብሏል።
በሐረማያ ዩኒቨርሲቲ በዘንድሮው የትምህርት ዘመን ከ13ሺ በላይ ተማሪዎች በመደበኛው የትምህርት ፕሮግራም ትምህርታቸውን እየተከታተሉ ነው።

Haramaya University Graduates Medical Doctors
College of Health and Medical Sciences graduated 192 medical doctors on Saturday December 23, 2017.
On the occasion, families of the graduates, Harari People Regional State President, his Excellency Mr. Murad Abdulhadi and other federal and regional government officials were present
College of Health and Medical Sciences chief executive director, Dr. Yadeta Dessie expressed his delight on the successful completion of the graduates and emphasized on the University’s progressive achievements in engaging in the development of the region on the health sector. “The College conducts more than 30 major researches yearly … and through its teaching hospital; it gives the six million people of Eastern Ethiopia general and referral medical services.” Dr. Yadeta said.
Dr. Yadeta added that Haramaya University is working hard to take the nation’s health care services to the next level through human resource training and health care infrastructure. He expressed that the University is currently engaged constructing one of the biggest hospital in the continent which intend to provide service at international level.
His Excellency, Mr. Murad Abdulhadi on his part congratulated the graduates and their families for their hard fought battle to reach where they stand today and emphasized on the government’s commitment to reach quality education to all. He added, “Where once only a few had the chance to attend higher education, now given the commitment of the government to the sector, the number of universities in the country has reached to 46 from the two in a country level. These universities have provided the chance for hundred thousands of youth to enroll and study.”
Haramaya University President Prof. Chemeda Fininsa had also conveyed a message urging the students to serve their country. “Understand that serving oneself is serving your community and country, learn from the society and do your share to serve the community protect its health,” he advised the graduates.
Concerning the recent conflicts erupting around the region and other parts of the country, Mr. Murad insisted the benefits of a peaceful community and country for development and transformation. He emphasized that instilling peace is a duty to all not only the government. “We need to work together by communicating complaints in a peaceful manner and exposing those who threaten our unity,” he stressed.
The FDRE Ministry of Health Human Resource Development Directorate Director Dr. Getachew Tollera presented the doctoral degrees to the graduates and graduates who had achieved academic excellence in their education were received their awards from the hands of the honorary guest Mr. Murad Abdulhadi.
The College in its 21 years of serves has graduated more than 8500 health professionals in diploma, undergraduate and postgraduate degrees. Now, in its 11 undergraduate programs, it has around 2900 students of which one third of who are females; in the 16 postgraduate programs, around 420 students currently enrolled.
This graduation ceremony was held for the fifth round and 406 Medical doctors were graduated before. And totally 598 Medical Doctors graduated from Haramaya University.

የህይወት ፋና ስፔሻላይዝድ ሆስፒታል የክሊኒካል ሜዲካል ዳይሬክተር ዶክተር ሬድዋን ኢብራሂም በዕለቱ እንደገለጹት ዩኒቨርሲቲው በምስራቁ አገሪቱ ክፍል የሚገኙ የጤና ተቋማት የሚከናወነውን የሪፈራል ሲስተምና የደም ልገሳ አሰራርን ለማጎልበት እየሰራ ነው።

በደም ልገሳም በኩል እየተከናወነ የሚገኘው ስራ አነስተኛ በመሆኑ በደም እጦት የሚሞቱ የእናቶች ቁጥር አሁንም አለመቀነሱን ገልጸው በቀጣይ በትኩረት ሊሰራባቸው እንደሚገባ ተናግረዋል።
የኮሌጁ የአስተዳደርና ልማት ዳይሬክቶሬት ዳይሬክተር አቶ ቢፍቱ ገዳ በበኩላቸው የሆስፒታል ጤና ተቋማት ትስስር መኖር በጤና ተቋማት የሚታየውን የእውቀት የክህሎትና የሰው ሃይል እጥረቶች እንዲፈቱ ያደርጋል።
እንዲሁም ህመምተኛው ከጤና ተቋም ወደ ሆስፒታሉ በሚላኩበት ወቅት የመጀመርያ ህክምናን ጨምሮ ሌሎችመከናወን የሚገባቸውን ነገሮች ተሟልቶ እንዲላኩ መንገድ ይከፍታል ብለዋል።
በተጨማሪም የግል ሆስፒታል ለህሙማን እየሰጡ የሚገኘው የህክምና አገልግሎት አሰጣጥ ከመንግስት የህክምና ተቋማት ጋር ወጥ የሆነ ስራ እንዲያከናውኑ እገዛ ይፈጥራል ብለዋል።
ተሳታፊዎቹም በጤና ተቋማት የሚሰጡ አገልግሎቶች አሁንም ክፍተት እንደሚታይባቸውና መስተካከል እንደሚገባ አስምረውበታል።
በተለይ የግል ሆስፒታል ላይ የሚታዩ የአሰራር ክፍተቶች አሁንም መፈተሽ እንደሚገባ አምልክተዋል፤ በደም ልገሳ አሰጣጥ ላይ ህብረተሰቡን ያማከለ ስራ ክፍተት መኖሩንና በቀጣይ መሻሻል እንደሚገባው ከስምምነት ላይ ደርሰዋል።
የህይወት ፋና ሆስፒታል የቦርድ ሰብሳቢ አቶ ነቢል መሀዲ በበኩላቸው በተለይ የሪፈራል አላላክና የደም ልገሳ ስራዎች አሁንም ትኩረት የሚሹ ጉዳይዎች መሆናቸውን አስገንዝበዋል። በግል ሆስፒታል ላይ የሚታዩ ጥቅምን ያማከለ ስራ መቀረፍ እንደሚገባው አስምረውበታል።
ለግማሽ ቀን በተካሄደው የውይይት መድረክ ከምስራቅ ሐረርጌ፣ከድሬዳዋ አስተዳደርና ከሐረሪ ክልል የተውጣጡ የጤና ተቋማት ሃላፊዎችና ባለሞያዎች ተሳትፈዋል።
Practical Training Given to Advance Dairy Expert Capacity’s On Milk Production, Safety, Processing and Marketing
Training was delivered to 40 Livestock Experts from different Woredas of East Hararghe Zone of Oromia Regional State from December 25-28, 2017 at Ras Hotel, Harar.
Moreover, practical training was also delivered at Haramaya University dairy technology laboratory and dairy farm. The training mainly focused on dairy animal feed and nutrition, dairy animal husbandry and management, milk production and marketing, dairy technology and product development.
The training was organized by Haramaya Camel Dairy Project in collaboration with Community Development Works Directorate of the University and the training was practical oriented, and delivered by the staff of the University from different disciples related to dairy sciences and technology.
Southern Coordinator of Haramaya Camel Dairy Project, Dr. Mitiku Eshetu, stated that the training was organized to capacitate the East Hararghe livestock experts on milk production, safety, processing and marketing. He also explained that in East Hararghe Zone, there is a huge market demand for milk but there is scarcity of market milk satisfy the existing market demands. Even the available milk on the market is of poor quality coupled with different adulteration problems and hence milk quality is found to be below the required standard. In order to deter this and other challenges of the sector, we have been working closely with the dairy farmers and experts through giving trainings and other technical supports. So this training is also part of this initiative and this effort will continue in the future.
One of the trainees from Haramaya woreda, Mr. Wendeye Lemecha, said, “I personally gained key lessons from this training, like lesson related with milk quality management at the farm, at milk collection center and milk transportation. Especially in our woreda, lack of proper milk transportation is a big problem. The community has a trend of transporting milks via plastic materials which makes it vulnerable to contamination. So I am very much eager to work on this problem and to share my experiences that I got from this training. ”
The other trainee, Mr. Derse Teklu from Girawa woreda said, “First, I would like to say thank you to Haramaya University for preparing this training, which is quite significant to advance our knowledge and skills as livestock experts. In the four-day training, many topics were presented and elaborated by instructors/researchers and we discussed our experiences on each topic. For instance, in our Woreda when we tested the quality of milk from the market, several times we found that the milk was mixed with different harmful liquid. Related with this problem, I learned from the training how we can make control on the milk market and various types of milk quality testing techniques. Surely, we will implement these in to practice and work to improve the quality of milk product in our locality.”
The trainees also visited the dairy technology laboratory of the University, that during their visit different laboratory equipment such as Milkoscan, ICINAC, Cheese vat, texture analyzers and other equipment were briefed by Dr. Yonas Hailu and Mr. Tesfamariam Berhe. The trainee has got a basic understanding about the activities undergoing in this particular laboratory’s and the capacity of the laboratory in developing different dairy product using modern dairy technologies.
The training commenced with active involvement of participants with an experience sharing and practical filed visits at HU dairy farms. When they return to their locality, trainees are expected to work with full capacity on milk production, quality control, processing and marketing of milk and to further train farmers to cascade the knowledge and skill acquired in this training.
